This paper analyzes the Iraqi federal government’s approach, including their partnership with the United Nations Investigative Team, to criminal prosecutions, fact-finding, amnesty, and security sector reform of the Popular Mobilization Forces and the impacts of their approach to investigate implications of the approach and the impacts for post-conflict transitional justice.
