Abstract

The most recent data presented by the Bureau of Justice Statistics in 2021 estimated that 8% of all inmates incarcerated in federal or state prisons in 2016 were former service members, a number comprising 107,400 veterans. To aid these military veterans whose crimes may be directly linked to conditions developed while fulfilling their service obligations, veterans treatment courts were established. The intent of these entities was to redirect individuals away from traditional court and potential incarceration/recidivism through social services and mental health resources. This research study examined the effectiveness of veterans treatment court programs in an attempt to gain a better understanding of former military service members’ needs and experiences as they reintegrate into civilian communities. While there exists a variety of alternative courts constructed to provide various government, non-profit, and private remedies to various demographics (e.g. non-violent offenders, minority groups, single mothers, seniors), this research study centers around a somewhat recently instituted body, the Veterans Treatment Court Program of Cook County, IL. A thorough evaluation was conducted by examining existing programs combined with a series of semi-structured interviews concerning the services offered by the Cook County Veterans Treatment Court, the entity charged with aiding justice-involved military veterans in the Chicago, IL, metropolitan area. Research questions for this work included the following: What are some of the common challenges and successes experienced by veterans transitioning out of the VTC? What types of services are most used and needed in supporting veterans transitioning out of the VTC? Why do VTC veterans opt to participate in the program? As such, suggestions for the implementation of supplemental services for overall program improvement are provided as well as highlighting existing offerings that are redundant, under-utilized, or otherwise in need of restructuring or elimination.
