Toward a Collective Environmental Consciousness: How Urban Spaces in Paris Mediate and Synergize Different Modes of Environmental Participation

In the last few decades, various and often conflicting theories of environmental urban design have been proposed in response to the climate crisis. However, less research has examined whether these frameworks are compatible and how their interactions manifest on the ground, posing a barrier to translating theory into practice. I frame environmental urban approaches through the lens of participation: the way in which individual citizens participate in determining their collective outcomes and infrastructure. Within the existing discourse of proposed theories, I identify two salient modes of participation which I term global-technical and local-social. The global-technical relies on top-down planning and technologies that do not require individual inhabitants to act, consciously change their behavior, or even be aware of solutions to achieve lower carbon lifestyles. On the other hand, the local-social describes community-driven collective action that centers ecological living as a way of life or culture. I investigate how global-technical and local-social modes of participation can be reconciled and synthesized at case study sites despite their differences and tensions in theory. To do so, I use street surveys, interviews, and field observations to understand how environmental participation manifests at five different case study sites in Paris: UTOP, Edison Lite, La REcyclerie, the Olympic Heritage Project, and Parc Martin Luther King in Clichy-Batignolles. I find that spatial design—configuring space to facilitate certain experiences or interactions—is a means of mediating the global-technical and local-social. Further, I claim that synergizing modes of participation contributes to a collective urban climate response by engaging individuals with differing environmental commitments and values. This research reframes and addresses long-standing tensions in sustainability and city planning to open a path for more responsive and inclusive environmental urban design strategies.
