The following paper analyzes the city-level bureaucratic management of the legacy lead pipe problem in Chicago. Following the principals of the principal-agent problem and multiple principal problem, this paper aims to pinpoint specific actors and actions that have led to the cities minimal progress to locate and remove all LSLs within the timeline granted by the Biden Administration.
