It argues that policy makers and practitioners should begin to use research to take on the challenge of altering the negative outcomes for these vulnerable youth. This article provides an overview of the current policies that impact this population and provides evidence in support of an improved policy approach that focuses on system collaboration as well as the expansion of federal Title IV-E and Title IV-B funding and reauthorization of key legislation.
