      abstract = {Citizen security is the concept of citizens being  protected from crime and violence; this can be protection  from external or internal forces in a state. What providers  of security are best, and what conditions affect the  quality of different security providers or guarantors? Most  theorists agree that a strong state is the best provider of  citizen security, but there still is a debate over whether  a weak state or non-governmental organizations would be  more effective and beneficial to the public. This paper is  further situated in the conversation surrounding the role  marginalization plays in this debate using the case studies  of the Gulabi Gang and the Bakassi Boys to find that when  the state does not work for marginalized people, they will  provide their own security and this security will be better  than state security. In order to better serve marginalized  populations, there must first be an understanding of what  security providers are best.},
